Whistleblowing
As one of Indonesia’s leading oil and gas companies, EMP is committed to our value of Good Corporate Governance and recognizes the financial and non-financial consequences of potential misconduct. EMP believes that a robust and comprehensive Whistleblowing policy will be the key to upholding EMP’s core values and mitigating the business risks from potential bad actors.
EMP has recently enhanced its whistleblowing program to fortify corporate transparency and maintain high ethical standards throughout the organization with the appointment of Deloitte as an independent whistleblowing system consultant in 2024.

- The reporter makes a complaint/disclosure and sends it to the WBS Consultant via the following channels – telephone, website, email, fax, SMS/Whatsapp.
- The communication channel accepts reports in both Bahasa Indonesia and English and are open to all (including employees, suppliers, customers, and members of the public).
- The channels will be open 24 (twenty-four) hours a day, 7 (seven) days a week, except for the telephone line which is only available from 9am-6pm on Monday to Friday, with exception of public holiday. Outside the business hours, either an automated voice messaging system is used.
Whistleblowing procedure
The Consultant and Internal Management Team will work together to ensure a comprehensive, fact-driven investigation process. This will be founded on the principles of a four-step process, described as the following:
- The reporter lodges a complaint, to be received by the WBS Consultant. Whistleblowers may lodge complaints including, but not limited to the following:
- Deviations from applicable laws and regulations.
- Misuse of position for purposes unrelated to the Company’s interests.
- Extortion.
- Conflict of Interest.
- Gratification.
- Theft.
- Corruption.
- Corporate policies violation
- Human rights violation.
- Safety, Health, and Environmental violations.
- The WBS Consultant receives and records all complaints/disclosures, which will be formulated before being shared with the Internal Management Team for further investigation.
- Internal Management Team will investigate the complaint made and decide on the necessary follow-up actions.
- Following the investigation, the outcomes of the investigation will be shared and reviewed internally.
- EMP will actively disclose summarized outcomes of the Whistleblowing system in our Annual and Sustainability Reports, covering:
- Total number of reports received.
- Breakdown of reports by violation type
- Follow-up actions taken on reports and investigations conducted.
Commitment
To ensure that this whistleblowing system is utilized to its full potential, EMP encourages the use of the system by committing to:
- Strict confidentiality: The investigation process will be strictly confidential, ensuring the anonymity of all parties involved, including the reporter, the accused, the investigation team, and any informants. EMP is committed to maintaining zero breaches of confidentiality throughout the whistleblowing investigations.
- Anti-retaliation and intimidation: EMP values the inputs of Whistleblowers and takes all forms of retaliation or intimidation seriously, enforcing a zero-tolerance policy. Violators will face strict penalties.
- Accessible: EMP ensures that reporting channels are open to everyone, including employees of all levels and third parties such as employees, customers, vendors, and the public, without fear of reprisal.
