Community engagement framework
EMP has a robust community engagement framework that has been aligned with local regulations and internationally recognized best practices and standards for the oil and gas industry. This community engagement framework is applied to every projects carried out in all our business units. The community engagement framework follows a four-steps approach as shown below.
Identifying and analyzing community issues
EMP believes that prior to carrying out any operations, it is important for us to understand the various stakeholders within a local community, how they will be impacted by our operations and beyond that, how we can uplift these communities to ensure positive outcomes on aspects of economic development, health, infrastructure and their capabilities.
At the start of every project, EMP conducts an Environmental and Social Impact Assessment (ESIA) to understand how activities will impact local communities. As part of the ESIA, there are two main activities that are carried out, namely:
At the end of the exercise, the stakeholders will be placed on a stakeholder engagement matrix based on how impacted they are from the operations and how far they can influence the operations.
The stakeholder mapping exercise at EMP is not a one-time event but a dynamic process that is revisited every two years at every site of operation. This ensures that our understanding of the local communities stays current, acknowledging that community dynamics and concerns can evolve. By regularly updating this mapping, we aim to remain responsive to the needs of the communities we serve, proactively address emerging issues, and mitigate potential tensions before they escalate, thereby maintaining a harmonious and constructive relationship with all stakeholders.
2. Design & plan community engagement
Following the stakeholder mapping exercise, EMP will develop a community engagement plan that outlines specific actions to address stakeholders’ concerns. This plan is a direct outcome of our interactions and understanding of the communities and will also be guided by our five community development objectives. For instances where drilling impacts exceed the mitigation capabilities of best geo-engineering practices, EMP will calculate and offer appropriate compensation to affected local community members. Moreover, EMP’s initiatives are not limited to compensation; they also include the development of local infrastructure, like the construction of bridges to improve transport, exemplified by our project in Gebang.
3. Program implementation
Before launching programs, EMP gains approval from stakeholders through forums involving local governments, community leaders, members, and NGOs for a transparent dialogue on community engagement strategies, ensuring alignment with community expectations. These forums are complemented by direct outreach in villages to solidify the community engagement plan’s effectiveness.
Throughout the CSR program, EMP collaborates closely with the community to achieve program objectives. A dedicated CSR manager serves as the community’s primary contact, tracking program progress, improvement areas, and community satisfaction through Focus Group Discussions and Community Action Plans. This blend of formal and informal engagements guarantees community contentment with the program’s execution. A weekly report of activites will be prepared and commnicated to key stakeholders.
4. Evaluate, report and update
Annually, EMP evaluates the impact and success of its community engagement initiatives using the Index Kepuasan Masyarakat, a survey measuring local community satisfaction. This feedback guides program enhancements, fostering ongoing community development. Additionally, EMP shares program successes with local authorities and regulators, ensuring alignment with and achievement of set objectives.
Community grievance mechanism
EMP believes in a collaborative approach with local communities to collect, assess and address any grievances of the community. In all communities, we have implemented a community grievance procedure as follow:

• Compensation will be provided in accordance with the situation. The plans will be drafted and documented in a report within 3-5 days of confirmation that grievance was caused by EMP. |
